Provincial Nominee Program – Manitoba
 
 
The Manitoba Provincial Nominee Program (MPNP) seeks to attract skilled workers and business people who are able to have a positive contribution in Manitoba’s economy. The MPNP has several “streams” and each stream have different requirements. A person who wishes to receive Canada permanent residence via MPNP may qualify in one of these streams. The criteria for each stream are summarized below.

MPNP - Priority Assessment Stream
Applications under priority assessment stream are assessed before application of people who have applied under the General stream. Priority assessment stream speeds up the assessment process of applicants who have skills and specifications that allow them to settle successfully and permanently in Manitoba. The main categories of this stream are outlined as follow:
Direct Employment- If you are currently working for a Manitoba employer on a temporary work permit, you can apply under this category providing that:
  • You have been working there for at least 6 months; and
  • Your employer has offered you a permanent full-time job.
Foreign Student – Foreign students who have completed a post-secondary program of at least eight months in Manitoba and are currently working for a Manitoba employer on a post-graduate open work permit may be eligible to apply under this category. They have to have a permanent, full-time job offer form that employer and been working there for at least 6 months.
Family Support – Having an Affidavit of Support from a close relative living in Manitoba is the most important requirement of this category. Affidavit of Support is a form completed and signed by a close relative (a parent, child, sibling, cousin, niece/nephew, aunt/uncle, or grandparent) of the applicant indicating his/her intention and ability to support the successful settlement of the applicant in Manitoba. Applicant’s close relative must be a Canadian citizen or a permanent resident of Canada.
Applicant, on the other hand, must meet the following minimum requirements:
  • Be between 21 and 49;
  • Have completed a post-secondary program (at least one academic year in length) and received a diploma, certificate or degree;
  • Have enough language skills (English or French) to be able to find a job in Manitoba soon after arrival. Applicant’s English skills are assessed by taking an IELTS test.
  • Have at least two years of full-time work experience. This experience must be gained within the past five years; and
  • Have enough money (at least C$10,000 plus C$2,000 for each accompanying dependant), proper training and certificates (if required), and connection to Manitoba so that be able to settle quickly and successfully.

MPNP - General Stream
Skilled workers who do not qualify under the Priority Assessment stream may be eligible to apply under the General Stream. Factors such as age, education, work experience, language skills and adaptability are considered in applicant’s application assessment. Points are awarded for each of these factors and applicant must score at least 55 points. In addition, applicant must have one of the following: 
  • A close relative in Manitoba.
  • Two Affidavits of Support. Affidavits can be completed by applicant’s close friends or distant relatives who live in Manitoba.
  • At least six months full-time work experience in Manitoba.
  • A proof that shows applicant has completed an educational program in Manitoba. Language-training programs are not acceptable and the length of program must not be less than one academic year.

MPNP – Business Nominee
Business persons who are willing and able to move to Manitoba to start a new business or buy (entire or a portion of) an existing business, can apply under this category. To qualify as a Manitoba Business Nominee, applicant must:
  • Conduct an exploratory visit to Manitoba;
  • Have intention to start a new business, purchase an existing business or become partners in an existing business in Manitoba. The investment should not be less than CDN $150,000 and if the investment is into an existing business, the candidate must control at least 33.33% of the business equity;
  • Have net assets of at least CDN $350,000; and
  • Have business or farm possession experience or demonstrate at least 3 years of experience in senior management of a successful company.
If applicant’s nomination is approved by Manitoba, he/she must supply a CDN $75,000 cash deposit to the Government of Manitoba. This deposit is taken as a guaranty for the establishment or purchase of a business in Manitoba and will be returned (without interest) to investor once the investment described in his/her application is made.

MPNP – Young Farmer Nominee
This category is for experienced young farmers or farm owners who wish to move to Manitoba and establish or purchase a farm or become partners in an existing farm business in Manitoba. Attending an exploratory visit to Manitoba is mandatory for applicants. The exploratory visit need be conducted before submitting of the application and should not be less than 7 days. Other requirements for this program are below.
Applicant must:
  • Have a minimum personal net worth of CDN$150,000 (after relocation to Manitoba);
  • Make an equity investment of at least CDN$150,000 in Manitoba;
    • Demonstrate a minimum of 3 years of farm ownership or farm management experience; and
  • Be under 40 years of age.

Winnipeg is one of the coldest large cities in the world, but it receives a lot of sunshine throughout the year. Because of the city’s flatness and high snowfall, it’s subject to flooding, which is sometimes severe.
Winnipeg has Canada’s second-highest crime rate (after Vancouver) and comparing to Toronto, its crime rate is almost twice.
