Provincial nominees

Based on an agreement with the federal government, most provinces in Canada can nominate immigrants who whish to settle in that province.
To be eligible to immigrate to Canada as a provincial nominee you need to demonstrate skills, education and work experience that can make an immediate economic contribution to the province or territory that nominates you. Provinces (and one territory) that currently accept immigrants under the Provincial Nominee Program are as follow:
Alberta
Manitoba
Newfoundland and Labrador
Ontario
Saskatchewan
British Columbia
New Brunswick
Nova Scotia
Prince Edward Island
Yukon
Depending on the province, the criteria are different. So, people who wish to settle in a province as a provincial nominee need to first meet that province’s requirements. After they have been nominated by a province or territory, they should make a separate application to CIC (Citizenship and Immigration Canada). Like other applicants, they also need to pass a medical examination and security and criminal checks. Applicants must also have enough money to support their self and their dependants after they arrive in Canada.
As you can see the province of
Quebec is not in the above list. Quebec has a separate agreement with the Government of Canada, which allows the province to select individuals who intend to reside in Quebec. The government of Quebec is the only provincial government that has its own Immigration Selection Criteria and has the authority to determine the selection of individuals outside of the Provincial Nomination Program.
